Consultation to frame element and advice towards the use of the element has been directed to the planning authorities and the related authorities as VC71 Clause 10.04 states the necessity for an integrated decision making. Researchers in current times present planning for town, city or state development as a multidimensional act. It is necessary for planning to consider societal needs and the development infrastructure that will be required to meet such needs. However it is also equally necessary for planners to be aware of the economic constraints, environmental issues for that location and others. In this context, a range of policies have to thus been integrated, there should be importance given to urban growth which given the context of an expanding population and their needs take up a significant part of the arguments. Clause 11.02 presents the strategies that are required for such an urban growth. The Victoria State Planning Policy element has to ensure that an adequate supply of land should be present for residential, commercial, retail purposes, and this land has to be used in a sustainable way for meeting urban development. Urban development is a requirement and is not a luxury, as demand forecasts clearly states that there would be a population growth over the next 15 years which would require more expansive accommodations. It is therefore necessary that urban growth be planned for, and in presenting an integrated strategy of planning for urban space, so as to also entertain open space, metropolitan, regional development recreational facilities and more, it could be said that this element is indeed comprehensive.
