The Victoria State Planning Policy element has to ensure that an adequate supply of land should be present for residential, commercial, retail purposes, and this land has to be used in a sustainable way for meeting urban development. Urban development is a requirement and is not a luxury, as demand forecasts clearly states that there would be a population growth over the next 15 years which would require more expansive accommodations. It is therefore necessary that urban growth be planned for, and in presenting an integrated strategy of planning for urban space, so as to also entertain open space, metropolitan, regional development recreational facilities and more, it could be said that this element is indeed comprehensive.
