Policy should be such that it has the ability of accommodating needs of female workers and addressing issues specific to gender as faced through migrant workers.
Thirdly, policy should address significance of social capital in the migrant workers so as to lead towards generating a leverage influence implying policies to enlarge the influence by using the social capital.
Lastly, policies should allow flexibility in regions, increase focus over China’s large under-developed provinces development and encourage autonomy in local environment and arouse policy making creativity as well as implementation.
