Migrant workers face gender issues, poverty issues and social support inadequacy. The present process functions to make policy from up to down and such policies have not yet considered the regional diversity as yet (Sun et al, 2013). Certain policies are also present that have shown a positive consequence in certain areas while in other regions there has not been a change. Such challenges in summary can represent the large number of rural migrant workers who live and work in poverty and they have not yet received any focus in the current framework of policy. Till now, the policy of the government is still to recognize the social capital role among the migrant workers or the migrant needs regional inconsistency.
On analysing the present framework of Chinese rural labor policies and its issues, there are some suggestions that can be provided. Firstly, policies related to rural migrant workers need to have complete emphasis on reducing poverty among urban regions based rural migrant (Whyte, 2012). This will help in closing the gap lying between the policies aiming urban and rural based reduction of poverty by bringing relief for population that has been overlooked till now.
Policy should be such that it has the ability of accommodating needs of female workers and addressing issues specific to gender as faced through migrant workers.
Thirdly, policy should address significance of social capital in the migrant workers so as to lead towards generating a leverage influence implying policies to enlarge the influence by using the social capital.
Lastly, policies should allow flexibility in regions, increase focus over China’s large under-developed provinces development and encourage autonomy in local environment and arouse policy making creativity as well as implementation.
